Over 4 million sign petition so far. Is a second referendum on the cards?

Was the referendum legal?

Since the shock vote to leave was announced the world seems to have turned upside down. With such a small proportion of the vote swinging to the exit, questions have been asked as to whether the vote is truly representative of the population's wishes and indeed, is it legal? To bring you up to date with what is happening at this moment we are publishing here a mail which we received from Brian Cave, a determined supporter of Expats rights. He points out that the numbers don't stack up and that anyone who agrees should contact the government website and sign the petition. We have included the direct link with the e-mail and hope you will consider the implications in the light of how fundamentally this could alter things if enough people decide to sign. In the first day it seems that over one million people have already signed and since this mail was started another 9000 have joned in.

Here is the mail we received. the choice is yours!

My intention was to say little just now and see how events unfold.
But so many correspondents have contacted me about the following petition and have urged me to circulate it.
It reads --- 'We the undersigned call upon HM Government to implement a rule that if the remain or leave vote is less than 60% based a turnout less than 75% there should be another referendum'. 
This petition has achieved more than 1,450,000 signatures in one day at a rate of 1,000 per minute at times.  A parliamentary debate must therefore  take place.
 I also get the critics crying at me- saying we must accept the democratic voice of the people - Oh No! it wasn't democratic.  I, and perhaps up to a million others were denied the vote.
I had no democratic voice.
It seems that before Clause 50 is triggered an enabling act by Parliament needs to be launched which grants leave to a NEW PM to do that.  A debate has to take place in any case.
The above petition is already exceptional in its numbers -  Can it reach 3 million or more?
